Is it possible to get a viewgroup or panel or B4Xview of each hexmenu item?

You can start a activity which starts a load of a panel or anything else what you want. When the started activity is closed you can return the the previous activity with the hexmenu or start a new activity. The combination how you start and close this new activity determine the overall behavior.

The items are not made of panels, they are drawn with BitmapCreator. There is a label in each cell.
