Android Question Hide top line of IME keyboard

I have suggestions turned off for the IME keyboard, but it continues to show other options such as EN, a microphone, 123, a paint easel, a keyboard and a menu.
I'd like this upper line (above the number keys) to not be visible.
Is there a way to suppress both suggestions and these "options".
i.e. top line visible is 1,2,3,4,... next line is the qwerty... line and so forth.

The keyboard layout is implemented in the keyboard application. Different keyboard apps will show different layouts. There is no API available to remove this line.
