Android Question How can I make a device Http Server?

Hi,
I want to write a solution for education purposes in remote areas in Africa, where there is no Internet connection. I want to use the Http Server library to build the server on Android device.
Question:
How can students and others log to the server without public Internet connection? I am talking about a few miles diameter area of residence.

wifi connection only can reach about 10 meters long, did you mean to extend the wifi network area?

There are some WiFi solutions on the www how to use a standard Wifi router with a special beam radio antenna (two antennas which are aligned exactly to each other). 1-5 KM should be possible but not more. All other solutions will be too expensive.

There is a local wild life there.. It's politically incorrect to talk about what we have there.. will only rely on the capabilities of the proposed webserver and Android tablets..
A stand-alone solar-powered system is what we want to build.
