Is there any way to access SIM menu? Any reference? I want to automate topup system using an android device. Device will check request from web server, then send process the topup.

Depends on how to do the Top Up

I am working with a company out of the USA that allows Top Up via sending a coded SMS/Text Message to a specific number so it is just a simple SMS test message send with is very easy with b4A (!)
