Android Question How to create a startup page for registration

Please help i wanted to have just one single welcome page that appears when the user in not registered in the sqldatabase . if he is registered it should show the details page
When the app is starting i wanted it to check if that particular user is registered on not and if not it should show the register new user page which only come once please help
