Android Question Install and billing on devices that don't have Play Store?

How might I go about installing my app and getting subscriptions on devices that do not have Play Store installed?
I see a market where my app could be installed on Android vehicle diagnostic devices so just after a little advice/guidance or comments.

I think that you will need to use a different payment gateway in this case. And you will also need to distribute the APK yourself. If the devices are open for sideloading then it is a matter of saving the APK online.
