is there any way to extract current url from browser and chrome beta?

I presume this is a bit hopeless, but I was wondering if there's a way to extract the current URL from the stock browser and preferably alternative browsers?
This is something that would need to run in the background but with the users' permission of course.
When the URL changes the new value would be extracted.
Is this possible?

It should be possible by wrapping the Browser api. I don't think that such a library currently exists.
