Make English keyboard as default input method

I have a Simplified Chinese windows ce 6 that always prompt for input using Chinese by default. To input English I have to switch manually every time.

Is there a way I can program to set English as default input language for each Text field?

I don't think that it is possible to change the language programmatically.
