Android Question monitor wireless and automatically turn it off

I'm new to smart phones and Android. I'm starting to dabble a bit in writing simple apps (cuz its FUN!!!). I want to write an app that will monitor the wifi option on my phone, and turn it off if it comes on. My phone is a Kyocera Event, and even though I've turned off every WiFi setting I can find, it still comes on automatically from time to time. I'd like to write an ap that will run in the background, use little to no battery, and check if the wifi is on every 5 or 10 minutes, and turn it off it it is on. Is this possible? I'm not looking to have a program written for me, just the info I need to write it myself. I do NOT know Java, so I'm limited to basic4android.

I dont think that wifi-enabled can be controlled by your app.
