I use 1&1 for AppZUMBi and was having this problem a few days ago. Apparently they were under a massive DDoS attack. AppZUMBi is back up now though.

That's the problem. I know it may be A LOT of additional effort and funds but 000webhost.com is a horrible choice for a developer or business webhost. And for that matter... If you are serious about your website then you really need, at the very least, a payed hosting service with a dedicated IP. A dedicated server would be ideal but that costs money.
