it does not matter if you have an old dev account, if you want to publish NEW apps you also need 20 testers. only if you update your old apps you dont need 20 testers.

when i wanted to create a completely new app it asked me for 20 testers and i have an old dev account (since 2009)
Thats strange. Can someone else with old account confirm this? its a new thing introduced?
My last published app was last year May 2025 and it was direct.
Also, try and use the Normal publish track rather than Internal/closed testing lets see
