Android Question Offline Turn-by-turn navigation

I would like to create an offline turn-by-turn navigation map.

is it possible to create an app like this that can navigate to offline maps and make a shortest path or route without using internet connection?

I don't think that it includes an offline turn-by-turn navigation option.

Implementing a turn by turn algorithm sounds like a quite complicated task...
