iOS Question OTA Deployer error: Unable To Install "Example App". Please try again later

Following the OTA deployer instructions.
I have an iPhone 8 and and iPad setup as devices and in the provision files.
I can build the app and run (in debug mode and as Release apps) on both devices.
OTA deployer goes through all the steps seemingly correctly, but when I try to load up the app (I paste the link in Safari, it asks me if to open with itunes, then asks for permission to install my app), it comes back with Unable to Install "Example App". Please try again later.
Same error on both devices.
The iPad is running iOS 15.7 and the iPhone is on 16.2

How do I fix this?

I got the OTA deployer to run a couple times, but fails most other times.
I think I may have figured out why, but need to run more tests to verify. Pursuing the testflight deployment method for now.
