Phone locked and services

Is it possible to display a msgbox or a button while the phone is locked? For example, although the phone is locked, the alarm displays options to postpone or stop. Incoming calls also. What should I do to show options when the phone is locked and a sensor is activated?

String from Android 4.1 (?) you can create lock screen widgets. There is no other way to put notifications on the lock screen.
