Problems understanding device scaling

Hello Forum,

I' am looking for a way to be able to scale a panel with views for different devices.
I have made a small testprogram to show the problem I am facing.
Depending on the device not all views may be shown on the screen.
Basicly I would expect that, with equal screen resolution (pixel) the screen would be same, but it is not because of the scalefactor.

Any suggestions how to get equal screen layouts on different devices?

I include the testprogram an the screen pictures from the devices.

You will need to create two layout variants.
One for phone sized devices and one for tablets.
Values should be:
480x320, scale=1
800x480, scale=1
