Question about Geolocation - once again

I can now get the current location as Text based on the GPS co-ordinates using the Geocoder library - thats great

However, the new problem i am facing is as follows.

My app gets GPS location at specific intervals and stores the location in a file. However - most times i am testing the app - a GPS fix is not available even after 90 seconds - specially inside buildings or parking lots - you get the idea

At the same time - if i click on google maps on my device (Android 4, Samsung Galaxy S3) the blue dot shows the approximate location correctly! I believe thats based on cell network?

Can we program to get the latitude and longitude (approximate location) of the mobile device WITHOUT using the GPS just like google maps?
I also tried searching forums - and came up with this

HOwever - it does not detect the cell position correctly

What is the most efficient way to get the approximate location of the mobile device without using the GPS? Can i resuse Google Map functionality to get the location?

Note: I do not need a web view or MAp - just co-ordinates of my current position - thats all
