Service not working on china tablet

I have been testing the HTTP server service sample below

I need the web server to continue working even when the device is asleep.
It works fine on my phone (Pantech P9070 Android V4.04)

It is not working on my tablet. Its just a WM8850-MID standard generic 7in tablet running Android 4.03

Does anyone know a reason why it would work on the phone and not the tablet?
