Android Question side notification circle

hi,
I was wondering how those persistent little round notifications are actualy called that float at the side of the screen. the facebook messanger uses that for esample. I think its bubbles. Is there a library for that?

Maybe there's a lib for it. I played arround with an own "solution". I took a transparent panel and put a view on it.
