Other SLC does not launch

I downloaded and unzipped the SLC, below are the files and error I get when trying to run the SLC exe.

Are you trying to create a B4J library or a B4A one?
If you answered B4J, do you have it installed?

If you answer B4A then
- Use the LibraryCompiler.exe intead of the b4j_LibraryCompiler.exe
