As I can see, it uses it's own OS "Spark OS", so there is no library for b4a. What you could try is to communicate with it via Wifi (Bluetooth?) and send/receive commands.
There is another (cheap) device whch can run Android: http://www.raspberrypi.org/ But I don think it is a bit slow to run Android a an acceptable speed.
