Thai Text to speech

Hi all,
I'm not sure this file about Thai Text to speech from NECTEC ,I downloaded from another website.I need someone help me make Thai Text to speech for me.
I've no knowledge about JAVA. I need Thai Text to speech library for use.

P.S. I can not upload file JRaja_HTS.jar,I got from http://www.hosmcv.com/HOSMCVThaiTextToSpeech_download.php

Thank you for replies.
Vaja is created by Thai goverment,but he does'nt dispense. I would like to create about talking appointment widget. I was acclimatized to request some JAR file from him before,but he don't help me.
P.S. @Erel ,After install that program,you found JRaja_HTS.jar in windows\system32,you must copy it before,and then remove the program again.

Now I have source code Thai TTS in JAVA programming. I can not create Thai Library for Basic4Android. I could do only Thaibreaker.
