How can I set a timer from module to module? means when the timer counts down then automatically change to another module?

You need to be more specific as different types of modules behave differently.

The best way is to put the timer in the starter service and use CallSub to call other modules.

what to do if i accidentally deleted the starter service?

Name it Starter.
