Turn the phone on and off

I want to write an application that turns the phone on and off
at a number of times during the day.

Can this be done using Basic4ppc?

What is the procedure call for turning the phone on and off?

I have seen other applications that does this on the internet
but they only allow you to do it once a day.

Any help will be most welcome
