iOS Question Unable to upload ipa to app store

I'm completely confused again after attempting to negotiate Apple's Byzantine upload process.
When I attempt to upload the app using the "Upload app to iTunes connect" tool,, I get this error message

Can anyone please tell me where to go next?

You need to go to iTunes connect and create a new app record.
