I think you haven't install B4A correct or a library you use need update.

One of the libraries jars, by mistake, includes classes from AppCompat. You can create a new project with all the additional libraries and remove references until you find the problematic one.

Don't try to fix it, just remove the library as it is a broken library.

Yes, i create a new project without the AppCompat library and work...
Now... how i can replace this library into my project?
I use it for the menu toolbar, button and spinner.

Sounds like you are using AN OLD Appcompat library.
Remove all AppCompat.* files from additional libs folder and use the internal library shipped with 9.9 of B4A
