Android Question Using "neverforlocation" permission flag

How do I enter the equivalent of this text in the manifest editor . . .

<uses-permission android:name="android.permission.BLUETOOTH_SCAN"
                     android:usesPermissionFlags="neverForLocation" />

i did this:
remove: AddPermission(android.permission.BLUETOOTH_SCAN)

add:
AddManifestText(
<uses-permission
android:name="android.permission.BLUETOOTH_SCAN"
android:usesPermissionFlags="neverForLocation" />
)

addition was "accepted", project built without error, final manifest (which includes additions from manifest editor) looked kosher...
