Android Question Web Service of Weather issue

Hi there,

Does anybody know if web service of weather (http://www.webservicex.net/globalweather.asmx) is out of order or if it is in maintenance?
I ask this because I can not work with it since yesterday, when i make a request I got the following message:
<title>The current identity (NT AUTHORITY\NETWORK SERVICE) does not have write access to 'C:\Windows\Microsoft.NET\Framework\v4.0.30319\Temporary ASP.NET Files'.</title>
I see this message whenever I try to use this Web Service from any device.

This is a server side issue for the web site webservicex.net they will need to fix it do not modify your application..
