It depends.. if the incident happened in this country then the eagle owner will pay for the damaged cable.
In US the city mayor will go to jail.

I have seen similar situations and, had to intervene in those... it's not has troublesome as one could think, but you are right, we don't usually "repair" a faulty line, we don't even replace it.. we just add a new one and bypass the faulty portion!
