There is no simple way to find it. You can configure your router to assign a static IP address to the PC and then save this address as part of your program configuration.
If it is Windows 7 Go to the Start, and in the "Search programs and files box"
type CMD a black screen will appear then type IPCONFIG. Your IP address will be on the IPV4 line or IPV6 whichever you are using. example 192.168.......
But Just like Erel said this IP is usually DHCP not Static(which means it will change).
Both are true and no real easy way to accomplish this. Most routers are not static but then it depends on the network. You could scan from phone I believe and look for the name of the pc in question that will give you information. You could also download a portable WireShark that will show edge devices on that network link and look from there.
now i can do scan all network( is based in an example of this forum i don´t remember what post),but works so slow,i try do it with threads but don´t runs better,now i need get the hostnames of the devices in network and increase speed of scan.i add the project.if anyone can help for do better speed scaning network and get host names?

Another way could be is to find your router (does anyone knows how to get it using lookup or look at phone configuration or worse case scan the network starting from x.x.x.1)
Once you find the router you can use snmp to look at the router tables to find all the devices on the network
You will need to construct the snmp packets (if you can find a lib for that) and to know the community string (like password) in many cases its the string 'public'
