If you mean you want a B4A development system that can run on Android itself (like the Java AIDE, RFO BASIC!, etc.) I believe this has been wished for before.

With stuff like Intel's Android-IA, Android-X86, several vendors' desktop Android machines, and even the possible upcoming Console OS this idea gets more interesting by the day.

Sadly, B4A was developed in .Net instead of Java or C++ and this makes the process of porting a daunting task. Even using Xamarin tools this could be a nightmare and the result probably wouldn't perform well. I suspect that the B4A IDE itself is pretty tightly bound to the .Net UI controls it uses.

This doesn't mean it won't happen but I can see why it wouldn't be a priority.

Thanks for such clarifying words. Maybe some day...
