How to write the class library files used by b4a, and what writing tools, software or development platform need to be used. In addition, is there any relevant information you can download? Where can I download it? thank everybody.

Most new libraries are written in B4X and distributed as b4xlib files.

They can be, B4X IDE has a Project -> Compile to library option which produces a jar and xml for a B4A class. Also you can write a library in Java and compile it with Android Studio, Eclipse or Simple Library Compiler (SLC) to create the jar and and use the B4Doclet class to create the xml.
