Is it possible to access (read / write) to a database created from a different android application?

Meaning...
Can an application written in B4A - connect to a SQL db created on the device by a PhoneGap application?

Assuming that this is a SQLite database and that it is saved in an accessible folder then you can access it with the SQL library.
