Android Question Activities on front when calling ?

Facebook has this bullet on screen while your are in a call ?
How is this possible ...can I start an activity after call is initiated ? I need feature in an app and it will help alot.
I have tried an example using translucent activity but it seems after I call the activity is resumed ..so I guess there is something else ...
