Always use Autoscalerate() before use AutoScaleAll?

I 'm lost about autoscaleall,when I saw Erel's example which has never used autoscalerate()? I need someone to explain this.

The default scale rate is 0.3. If you want you can all AutoScaleRate to use a different value.

I was confused about this too.

I had assumed from the tutorial mention of it that it was an assignment.
E.g. AutoScaleRate = 1

But it is not. It is a call.
E.g. AutoScaleRate (1)
