You can also try YouWave (it's not free).
They have a version for 2.x.x and one 4.x.x.
I've tested some *.apk files in YouWave and all works well.
Also Genymotion. Check out the B4A thread right HERE.

i run android4 under vmplayer. works very well for most things, including access to email,internet, play store downloads, etc.

I use JarOfBeans which I found to be very fast once I enabled the virtual thingy in my PC BIOS.

I have switched to Genymotion as emulator. Works great, very reliable.

Hey IanMc, i think Genymotion supports Bluetooth, and being free it doesn't hurt to give it a quick try.
