Android Question Connection problem or invalid MMI code / USSD

Hi!
I am working on sending USSD commands to server. Most of the times it works OK, but sometimes I get "Connection problem or invalid MMI code" error (in attachment). I shows the same message even if I call it from dialler.

I have noticed, that this happens when phone is currently or was in near past doing something with network (receiving SMS, ending call...).

Any idea maybe how to check if network is somehow busy and put my function in timer?

It looks like, that the problem is somewhere else and not network traffic.
