iOS Question Files Bal to Bil

hello,
I program with B4A and B4i, and naturally I have to transpose files *.bal to *.bil and it is always laborious. By chance, browsing the forum I find this thread:

I do not know anything about BAJ, never used. Can you explain how to use layout BA4 converter, I do not understand everything in this post.
Should I install BAJ? I tried, I do not see the designer and I do not know either what to do next.

You don't need to install B4J. The compiled program is included in the zip file.

In the zip file I find Bal2Bild. exe. When I open it, only appears the dos black screen and disappears rapidly.
How to open the program?
