Android Question FirebaseAdmob IAD_FailedToReceiveAd Code = 0

I am using a live ID. The IAD_FailedToReceiveAd keeps firing with ErrorCode = 0, but the Ad displays just fine. What does "Internal Error" mean? Internal to my App, or internal at Google?
