iOS Question first application, another question

hi i have b4i 4.01. in windows
and I want to do what I see in this video, to install on my iphone

What confuses me is the following:

I just want to test my application on my phone.

Do I still have to pay the 99 dollars to aple?

or it is only if I want to publish my application in the aple store.

On the phone to test , you need an account , for the simulator you don't afaik.
