how to add call and merge phone calls?

Didn't find any code until now but I'm still looking.

CSipSimple is using the phone.utils class, it has an option in its settings to support conference and multiple concurrent calls.

This example is not related. It uses a different class named PhoneUtils.

Is it possible to use private api?

It is discouraged. In some cases it is possible. Mostly it is impossible to use private APIs.

As far as I know it is not possible to programmatically merge a call in Android.
