iOS Question iPhone 5 as development phone

I just inherited a iPhone 5 for development use. There is no phone service active on the phone only WIFI... will this setup work for b4i? I'm having problems trying to get the development certificate from Apple Developers. The cert downloaded on another iPhone with service. Just wondering if having service or not is relavent

Yes! I use as an iPhone 5 since one year.
