When I rotate my old tablet (Android 4.4.2) the Home rotates too; this does not happen on my Android 7 device; why?

Do you think it's a choice due to user comfort? No, it is just the difficulties encountered by the developers of the S.O; They had (have) difficulty in managing the two orientations!

Yes, they exist; but it is not that it is a my urgent need, I just wanted to point out that even big sw house have certain difficulties, let alone us poor individual developers!

It's a design choice, yes, but to save effort!
