No, it's React
But soon it will be created with Visual-Studio-2019 + React, because it will be much easier.

I use this periodically....it has many templates available. Not sure if this still runs - - - they have/ had a special of 95% off the regular *expensive* price for 4000+ templates. It's easy to use with a shorter learning curve than many editors. There is a free with limited template collection which I have used. I would recommend to try it. Unfortunately even to special price for the collection is too much for me - at the exchange rate. All templates are responsive.The tool is Mobirise.

Incidentally, one does not have to use the templates - it's easy to just use their block-builder editing tools.
I started to develop the site with the B4X Member Locator map using it - but it stalled among the other needs against my time.
I know each of those topics but as basic information; to define oneself as an expert, one must have had a lot of professional and non-hobbyist experience.Why? and i thought you were an expert in javascripts, css, html5 and Other.
