But soon it will be created with Visual-Studio-2019 + React, because it will be much easier.

I am not a website/web pages expert and I never will be, as I have approached the subject 1,000 times and each time I have been... let's say disappointed.
Anyway, years ago, I did a little test with a tool (I think it is good, but I am not able to evaluate it) which allowed to create "responsive" sites in a completely automatic way. The tool is Mobirise.

I use this periodically....it has many templates available. Not sure if this still runs - - - they have/ had a special of 95% off the regular *expensive* price for 4000+ templates. It's easy to use with a shorter learning curve than many editors. There is a free with limited template collection which I have used. I would recommend to try it. Unfortunately even to special price for the collection is too much for me - at the exchange rate. All templates are responsive.
Incidentally, one does not have to use the templates - it's easy to just use their block-builder editing tools.
I started to develop the site with the B4X Member Locator map using it - but it stalled among the other needs against my time.
I still have the version 4 - should update to v. 5.3.5.
I wrote that I am not able to evaluate its quality, not in absolute terms, as in comparison with other similar tools, which I think are very few, among other things; it seems to me that (too) many people use a lot text editors (eg Visual Studio Code), which I don't like at all.
I know each of those topics but as basic information; to define oneself as an expert, one must have had a lot of professional and non-hobbyist experience.
As far as I know, those are not languages; moreover, again with my scarce information, for example Ionic and React are not the same type of "tool", they are not comparable to each other, I think that Ionic is at a layer/higher level on React (or AngularJS)
