Android Question notification light missing in MI 9 Actv - suggestion requested

Well I bought MI 9 Actv when my MI 4 started giving problem
All is good except that the mobile does not have notification light.

Now I mostly miss, call, sms whatsapp message etc. due to phone in silent, in different place etc.
The notification light helped me to check my phone when I look at it blinking.

Searching "notification light app for android" in GPlay I found many app available as many phone do not support notification light.

Since we are B4X developer, can we develop similar app ?
Searching the forum did not throw such thread.

1. I believe I have to change color of a label on screen both in main and lock screen, so make the light effect.
2. Also I have to check if any notification has come.

The above are done in many apps here, but not as a notification light. I need suggestion on how I can proceed on this mission.

I believe there should be a setting on the phone that turns on the screen when you get a notification. On some phones, the screen can even blink when you get a call.

I also thought so and searched in all settings but failed to find one.
When a sms comes, say, then the screen activates to show it and then blanks off.
Now phone which have notification light, blink the notification light. My phone does not.
