Android Question Overlay imageview in B4A

Is it possible to put an image that responds to clicks on top of all other apps without locking the other apps?
basically i am looking at a solutiion like the one below:

Basically i want something close to this:

but instead of locking the status bar, the view (imageview in this case) should just be on top of other apps.
