There is no relation between the IDE CPU architecture and the Java CPU architecture. You will still be able to use Java 8 32 bit (Java 11 is only 64 bit) and create 32 bit applications.Will the 64 bit version of B4X work with 32 bit databases and or also will it work on a 32 bit Operating system?

The 32 bit IDE is limited to ~1.5gb of RAM (not including other processes). The actual usage in most cases is far from this limit, however it might become relevant when working on very large projects.
