No it doesn't, it will work on most if not all Samsung's, no not on Motorola's, Nexus, Pixels etc. It's completely depends on the manufacturer and what that manufacturer has out over Android.

So how does WhatsApp and Facebook achieve it?

The count badge is not a standard Android feature (at least not on Android 7-). Some manufacturers implemented custom APIs for this feature.
