Is is possible to size a layout (make it larger or smaller) so it fits any size screen?

There are various references in the forum to an Excel sheet to help with resizing - but I can't find any actual pointers to it, and searching for Excel so far simply brings up a list of people talking about it and how useful it is!

Can anyone give me a hint as to where to find this buried treaure please; I'm sure I'm not the only one looking!
