Take a look at the .SetLayoutAnimated and .SetColorAnimated methods of the view.

This method will open and close the panel automatically.
I want to click in the panel and slide to the top and bottom with the finger.

If you want to have the panel height follow your finger, search the forum for "drag view," you will find many examples and methods. There may even be a draggable view custom control if I recall correctly.
