Android Question Track Conversion Events

Hello Community,

In my published apps in Google Play I noticed that only about 40% of installations reported in Adwords for Apps generated an user in my app database/server. Then, I noticed that we can to optimize the Cost per Installation if I add a conversion event tracking in my Android App (for example, add a track in user register event in app and send this event to Adwords).
Does anybody knows how can I add this track in my app? There is a combo to setup the target cost per action but for my apps it's disabled, meaning that Google didn't detected any check point for actions that.
Does anybody can help? How can I configure tracked actions in my apps in B4A to trig Adwords Events? Is there any tutorial?
